About this Scholarship:

Master Trooper Kevin Keith Conner was killed in the line of duty on October 17th, 2018. Born in Bladenboro, NC. Kevin’s life-long dream was to be a state trooper, a dream that came true in 2007. He was assigned to Troop B in Columbus County where he made his home with his wife, Miranda, and his two children, Briley and Braxson. Kevin was a humanitarian and public servant, both on and off the job. He was a wonderful friend to many, and a light to anyone who made his acquaintance. The Trooper Kevin Conner Memorial Foundation was established in 2019 in efforts to give back and serve the communities that Kevin loved and served. Through the generosity and support of sponsors and fundraising efforts, the Foundation has already given over $25,000 in college scholarships to students in Columbus and Bladen Counties and is continuing to expand throughout the state of NC through the establishment of the Trooper Kevin Conner Blue Line Legacy Scholarship. This scholarship is for eligible dependents of current Law Enforcement Officers serving in North Carolina. Kevin’s legacy of service lives on and his sacrifice will never be forgotten.

    Monday, April 1, 2024

  • Two Scholarship recipients will be chosen and will be notified via email by mid-late May.
Application Requirements:
  • Must be a High School Senior in the state of NC.
  • Must be a dependent son or daughter of a current, full-time, commissioned law enforcement officer in the state of NC.
  • Must be a U.S. citizen.
  • Must be a NC resident.
  • Recipient must have been accepted to and have plans to attend an accredited community college for four-year university in the U.S.
  • Applicant must submit and original video (see details below)
Video Submission Requirements:
  1. Record an original video describing the following:
  • Your future career plans.
  • How being the child of a law enforcement officer has impacted your life.
  • How this scholarship would enable you to fulfill your future goals.
  • Ways you have given back to your community through volunteerism and service.
  1. Video should have a creative title.
  2. Run time should be between 2-4 minutes.
  3. Submit the video in one of the following formats: .mov, .mpeg, .mp4
Selection Process: A committee of passionate volunteers with the Trooper Kevin Conner Memorial Scholarship Foundation will review applicant’s submissions and select a winner. Once application requirements are met, our team will evaluate your submissions and make a choice based on the following criteria:
  1. Presentation Clarity
  2. Creativity/Personality/Originality
  3. Production Quality
How to Apply:
  1. Created a restricted shared folder on Google Drive and grant mirandaellington@columbus.k12.nc.us Please ensure this folder is restricted to protect security and privacy of your files.
  2. Upload the following items in the folder:
  • Proof of college enrollment and acceptance.
  • Completed application.
  • Signed Dependent relationship for (download here)
  • Scan of valid government issued photo ID for applicant.
  • Scan of valid government issued photo ID for parent or legal guardian.
  • Proof that the parent/legal guardian is currently employed with one of the roles listed below (issued work ID, ETC.)
  • Your original video
Qualified Law Enforcement Roles:
  • Police Officers (Federal, State, and Local) Active
  • Sheriff/Sheriff’s Deputy
  • Correctional Officer
  • State Trooper
  • Federal Law Enforcement Officer (Customs/Border Patrol, ETC.)
  • Probation and Parole Officers
  • Detention Officers
  • School Resource Officers
Auxiliary and Reserve Sheriff’s Deputy or Police Officers Distribution of Scholarships: The Trooper Kevin Conner Memorial Scholarship Foundation will issue a press release and publicize the award via Facebook, local papers, and other relevant publications. Scholarship recipients are highly encouraged to participate in the Trooper Kevin Conner Memorial Run with will be help in Whiteville, NC on October 14, 2023, as a participant or volunteer.
  • Payment of the scholarship funds will be made directly to the school the student is attending upon presentation of the tuition bill and a payment request form to the Trooper Kevin Conner Memorial Scholarship Foundation Board of Trustees at the beginning of each semester
